Job Requirements:

JOB SUMMARY:  Under general supervision, performs Human Resources and Payroll transactions for assigned areas. This position is also responsible for conducting some aspects of New Employee Orientation as well as Open Enrollment Presentations. Other duties include handling new hire packages, transactions for promotions, transfers, Family and Medical Leave, etc. This position is responsible for reviewing, approving and signing off on District timecards in WFTK, assisting employees with insurance issues, and maintaining personnel records.  May perform other duties as assigned.

MINIMUM QUALIFICATIONS

The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications.

STATE ENTRY QUALIFICATIONS:

  • High School/GED and One year of experience performing human resources related functions
  • OR HSD/GED and One year of post-secondary education at an accredited college or university.

AGENCY SPECIFIC QUALIFICATIONS:

  • OR HSD/GED and One year at the lower level (HRT010) or position equivalent
  • Committed to providing quality customer service
  • Displays a high level of commitment toward work and a high standard of ethical conduct

AGENCY MINIMUM COMPETENCIES:

  • Ability to work and communicate with managers, coworkers, and external personnel in a professional, cooperative manner
  • Ability to make sound and well-informed decisions
  • Ability to develop new, effective methods and procedures where existing methods and procedures are inapplicable or are unavailable
  • Ability to effectively manage own priorities setting well-defined and realistic personal goals
  • Ability utilizing basic computer applications such as word processing, spreadsheet, and/or database management programs

AGENCY PREFERRED QUALIFICATIONS:

  • Work experience in a personnel function such as timekeeping, payroll, benefits
  • Familiarity with Human Resources transactions
  • Proficiency in working with software applications such as Microsoft Office Suite
  • Knowledge of a time/leave keeping system
  • Knowledge of PeopleSoft System for Human Resources

The selected candidate must meet the minimum qualifications for the job responsibilities. The interview is just one part of the overall selection process and is not the only criteria used to make the final selection. The final selection is based on a combination of factors including the interview, applicant’s work history and performance (documented in HR and/or Office files), PeopleSoft/employee status (i.e. rehire code), employee performance reviews, personnel file review (HR & Office Files), criminal background check, employment reference checks (including references and commendations from Managers and other relevant documentation), and for supervisory positions demonstrated leadership skills based on past and current work history will be considered. In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing. Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall e-Performance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor prior to interviews, he or she will be allowed to compete.
